The new white paper “Mobility as a Service for Italy – The first national Mobility as a Service programme” is now available. The document presents the results, impacts and future perspectives of Italy’s first large-scale experimentation of the Mobility as a Service (MaaS) model, one of the most significant initiatives of its kind also at international level.

Promoted by the Department for Digital Transformation of the Presidency of the Council of Ministers in collaboration with the Ministry of Infrastructure and Transport, the report analyses the journey launched in 2021 to transform the way citizens plan and use their journeys, through integrated digital services, data interoperability and connections between different transport systems.

MaaS for Italy was developed within the framework of the Italia Digitale 2026 strategy and was funded through resources from the National Recovery and Resilience Plan (PNRR) and the National Complementary Investment Plan, with a total value of €56.9 million.

The pilot project involved six municipalities, six regions and one autonomous province, with the aim of developing a national mobility ecosystem based on data sharing and the adoption of European standards such as NeTEx and SIRI, which are essential to ensure communication and compatibility between different platforms and operators.

At the heart of the programme is the Data and Services Repository for MaaS (DSRM), the national digital platform that collects and makes available static and dynamic transport service data. This infrastructure enables MaaS operators to develop applications capable of providing users with a complete travel experience: from journey planning and booking to payment for trips combining multiple transport modes.

Almost 950,000 journeys tested by citizens

The results of the pilot project confirm growing interest in a new digital mobility model. As of 31 May 2026, participating users had completed almost 950,000 journeys, with an average of more than 16 trips per user, exceeding the targets initially set by the PNRR.

The project enabled the real-world testing of new technological solutions and collaboration models involving public administrations, transport companies, digital operators and citizens.

MaaS for Italy involved the municipalities of Bari, Florence, Milan, Naples, Rome and Turin, as well as the territories of Abruzzo, Bolzano, Campania, Emilia-Romagna, Piedmont, Apulia and Veneto.

Through 14 applications developed by the participating MaaS Operators, different approaches to integrated mobility were tested, including innovative business models, incentive schemes and new ways of accessing transport services.

At the same time, the programme launched two Living Labs dedicated to connected, cooperative and autonomous mobility, established in Milan and Turin. The activities involved more than 1,500 citizens, 54 researchers and 223 organisations, creating a platform for dialogue between research, industry and end users.

An open infrastructure for the future of Italian mobility

“MaaS for Italy demonstrates how digital transformation can concretely improve citizens’ everyday lives,” said Alessio Butti, Undersecretary of State to the Presidency of the Council of Ministers with responsibility for technological innovation and digital transition.

According to Butti, the project has connected institutions, operators, the research community and citizens, creating “an open national digital infrastructure — the DSRM — that speaks the language of European standards and will continue to support the development of MaaS in Italy beyond the pilot phase”.
